[Transcriber's note: this advertisement did not appear in an
earlier issue.]
Since our last number, several European Mercantile Vessels have
entered our River, (see the Shipping List) and we have
been, as usual, obliged with Papers.
This morning Major-General DALRYMPLE left this Colony, on board
the Ship Sisters, under the usual discharge of cannon from the fort.
British House of Commons. – On the
15th March, the Chancellor of the Exchequer brought in the bill for applying a
certain quantity of Exchequer Bills for the relief of commercial men, giving
security for loans to be made to them. – Read a first time. – We
likewise perceive that a bill is about to be brought into the British
Parliament, relative to Free Labourers in the West Indies; but
we know not its further object or extent.
Paris Paers have arrived in London to the 12th March. The Moniteur
contains an important paragraph relative to England. A person of the name of
LABOUCHERE has obtained a passport to come to England "on business relating to
his trade," says the Moniteur. – This is the same Dutch Gentleman who was
sent upon a kind of bastard mission to that country, in February, 1810. He was
to make some proposals, but had no authority from Bonaparte, no authority from
Louis Bonaparte – He was sent on a fishing errand by two Dutch Ministers,
Van der Heim and Moilerus – He was sent to make proposals to which she
could not accede consistently with her interests and her honour, and then
Bonaparte says, she is the cause of the loss of the independence of Holland!
However, this same M. LABOUCHERE is come over to that country again, and it is
given out that his object is solely to make some arrangements in the affairs of
the late Mr. Hope. This may be, though it was thought that that gentleman had
been for years disengaged from trade, and had all his property in his own
country. The departure of M. LABOUCHERE had, according to the Moniteur, given
rise to pacific reports, which it has authority to contradict.
"There have been no communications between the two
"Governments, nor can there be any so long as the present
"English Administration exists, whose principles, those of
"perpetual war, are known to all Europe." Such is the language of
Bonaparte: and the people of England will not fail to see the insolent
pretensions contained in it – He is to dictate even what Administration
they shall have; he is to say what Ministers he will condescend to negociate
with!!
"Dismiss them to please me," is his modest demand-
"Their principles are those of perpetual
warfare" –Yes, they are, so long as his principles are those of perpetual
encroachment upon the rigts and independence of nations.
Letters from Monte Video and BuenosAyres, mention that the
blockade of the latter was continued, excepting with regard to English ships,
and that at Buenos Ayres two more public Officers attached to Old Spain had
been shot.
