The office for delivering off [sic]
Certificates to those Black and Coloured Persons, who have delivered in their
Claims to Freedom to the respective Fiscals and Burgher-Officers; will be
re-opened on Thursday, the 2d of March, and continue every day, (Sundays
excepted), until Saturday, the 18th following. All those persons who have not
taken out their papers, are hereby desired to call for the same, during the
above period.

Arrivals, since our last. - His
Majesty's sloop Fairy, Capt. Baker, from Barbados - having in charge, our new
mail-boat, called the Demerary Packet; and the brig Sir George Beckwith. Also,
the Nocton packet, with London Papers to the 12th of January; and the schooner
Friends, thirty-three days from St. Andrew's.
We regret to announce, another fatal
disaster on this coast. It seems, that as a boat belonging to the Fairy, was
passing to a schooner, with a Lieutenant and thirteen of the crew, off
Courabanna; the same was unfortunately upset by a heavy sea, and before any
assistance could be rendered, the officer perished. The crew, however, was
saved. - The sufferer, in this instance, whose name was Helpman, is represented
to have been a gallant and able officer. The Fairy was one of the vessels in
the late affair at Alexandria, on the river Potomack.
We likewise regret to find, that the
sloop Blackbird, for this port, after having been three days from Barbados, was
dismasted in a squall. She was taken in tow by the Maria brig of war, and
returned to Barbados.
Since writing the above - the ship Jane,
from Glasgow, and the brig Sarah, from Belfast, have made their appearance.
They were part of the Cork Fleet; but parted company about fourteen days ago,
off Madeira.
