The letter-bag of the Nereid, Carnochan, for London, is at the Store of Fullerton, Playter, & Co. She sails on Sunday next. Local Laws. [heading] By an Act, dated the 31st of October, 1812, no master or commander of any ship or vessel can employ any slave, without a written pass or permit from his proprietor or person charged with the care of said slave, stating that such slave has permission to hire himself out for such work; neither can he engage any coloured person who may pass himself as free, unless he produce his alledged freedom or manumission - on pain of a fine of one hundred guilders, for each offence.
