Major
Tulloh stated, that in consequence of an anonymous attack having been made in
the Guiana Chronicle, upon the Regimental Surgeon, accusing him of a deviation
from the established line of conduct, which in that capacity, he is bound to
follow. He had convened this Meeting, in order to decide upon the propriety or
impropriety of exacting certificate to the sick.
The
Meeting was of opinion, that the accusation against Surgeon Wylie, that he was
open to bribery on such occasion, is a malicious attempt to injure his
character; and, that in the steps he had adopted to bring this matter to an
issue, and have his duty clearly defined, nothing dishonourable can be attached
to his conduct, as in every case where a fee has been exacted by him for
certificate, he left it optional with the applicant, to receive it while he was
off duty, or to appear on the parade-ground, and be there examined; and only
from those who preferred the former method, has he received fees, which as a
private practitioner, he conceives himself entitled to demand for an
examination of an individual.
The
Major stated, that the Surgeon was perfectly willing, however, to attend to the
applications of the sick, even when he was not on parade, provided some
particular period was appointed for their examination, without fee. And the
sense of the Meeting being taken, it was agreed, that the Surgeon or his
Assistant, should devote three hours of the day, each parade, say from 11
o'clock, A.M. to 2, P. M. for the purpose of examining the sick, and
countersigning certificates granted by other medical practitioners.
If
any individual of the Militia, prefers appearing on the parade ground to be
examined on parade day, the Surgeon or his assistant, will examine him there,
and report his case to the Commanding Officer of the Company to which he
belongs. The Surgeon and his Assistant are not bound to attend to any
application made at others, than the foregoing stipulated periods.
